What is the MPU?

The medical-psychological examination (MPU) is an assessment that is required in Germany to check the suitability of people to drive motor vehicles. The MPU is often ordered after certain traffic offenses or conspicuous behavior in road traffic, especially violations related to alcohol or drug consumption. The aim of the MPU is to determine whether a person is able to participate safely and responsibly in road traffic. The MPU is ordered by the driving license authority and includes a comprehensive assessment of the physical and psychological condition of the person concerned.

Who needs an MPU?

An MPU is required in various situations, including:

  • Driving under the influence of alcohol: If you have repeatedly driven under the influence of alcohol or have been conspicuous while doing so, an MPU may be ordered. This applies in particular to exceeding the legal alcohol limit and to conspicuous behavior in connection with alcohol at the wheel.
  • Drug driving: If you have driven under the influence of drugs or narcotics or have tested positive for drugs, you must undergo an MPU.
  • Driving without a license: If you have repeatedly driven without a valid license, an MPU will be required.
  • Other traffic offenses: High points in Flensburg, numerous traffic violations or serious traffic accidents can also lead to the ordering of an MPU.
  • Health problems: If you have relevant health problems that could affect your ability to drive, you may need to take a medical examination to confirm that you are fit to drive.

The MPU process

The MPU process is divided into several phases:

  1. Invitation to the MPU: After a relevant conspicuous incident in road traffic, those affected receive a notification from the driving license authority that an MPU is required.
  2. Preparation: It is strongly recommended that you prepare for the MPU. This can be done by attending seminars, self-help groups or individual consultations. Informative literature and reports of experiences can also be helpful.
  3. Carrying out the MPU: The MPU consists of several components: a medical examination, a psychological interview and often a test.
  4. Assessment: A psychologist will prepare a report assessing your suitability to drive a motor vehicle. The report takes into account the results of the medical and psychological examinations and assesses the extent to which you are able to take responsibility in road traffic.
  5. Decision: The result of the MPU is sent to the driving license authority. Based on the report, the authority makes a decision as to whether the driving license will be reissued or whether additional measures are necessary.

In order to increase the chances of a positive assessment in the MPU, some preparations and behaviors are helpful:
